    Our Mission

    To promote the recruitment, retention, mentoring, and promotion of women in law enforcement, sworn and civilian, by providing an annual conference to educate law enforcement agencies and their employees on ways to increase the number of women in this profession.

    Who we are...

    The RMWLE staff is a group of dedicated women and men, both sworn and civilian, from various departments along the corridor of the "Front Range" mountains, from Fort Collins through Denver and Colorado Springs to Pueblo, Colorado.  The women of the RMWLE came together under the leadership of Tina Wisler, of the Colorado Springs Police Department in August of 2002.  All committee members are volunteers and are looking forward to seeing women from all areas of the region come together to network, encourage and educate each other in the field of law enforcement .

    Lt Jane Anderson – Technical Investigations- Colorado Springs Police Department

    Lt. Anderson has served with CSPD since 1989.  As a patrol officer, her first six years was on the midnight and power shifts.  Lt. Anderson took a position as the CSPD In-service training coordinator at the Training Academy prior to being promoted to the rank of Sergeant in 1996.  She moved from the CSPD Community Relations Sergeant to the Training Academy overseeing in-service training.   In 2007 she was promoted to Lieutenant and was assigned to midnights as a Patrol Lt.  In 2008, she moved to Investigations and provided oversight to  Financial Crimes, Property Crimes and the Metro Crime Lab.  She presently oversees Financial Crimes, Computer Crimes, Registered Sex Offender Unit and the Internet Crimes Against Children Unit.  She is the Project Director for several grants. Janie is the President of RMWLE as well as the Chair for the Curricula Development Committee.  A sports enthusiast, "Janie" enjoys kickboxing and her idea of relaxation is hiking a mountain with her dog, Dr. Dre.  She retired from coaching her kid's sports teams for several years and enjoys watching them play high school sports. 

     

    Officer Letisha "Tish" Castillo-Englewood Police Department

    Officer Castillo has been with Englewood PD since 1999.  She was born and raised in Los Angeles and obtained a BA in Journalism in 1980. She spent twelve years in the television news business before making a career change to law enforcement.  She joined the LAPD in 1986 serving in Patrol, Vice, Detective Bureau, and Burglary, DUI and the Stolen Vehicle Task Forces.  In 1996, after many earthquakes, she moved to Denver and spent one year with WB Channel 2 News in Greenwood Village.  In 1997, she was hired by Englewood PD. She currently is assigned as a School Resource Officer. Officer Castillo is also a SWAT Negotiator, CIT Officer and Field Training Officer. With her duo background, she served as the Department PIO for three years.  She is now a Student Resource Officer.  She is the department's only fluent Spanish speaker and has translated for hers and other agencies in the metro area.  She is a "self professed gym rat" and enjoys weight training, aerobics, yoga, Pilates and running. 

     

    Linda Galassini- Pueblo Police Department

    Detective Linda Galassini has served 31 years with the Pueblo Police Department.  She began in November of 1978 in the Communications Division (Dispatch Center). In 1986 Linda became a sworn Officer and worked in the Patrol Division until 1998.  Linda was an original member of the Pueblo Police Departments S.W.A.T. team, and the first and only female member to this day.  In 1998 Linda transferred to the Special Operations Bureau in the Problem Oriented Policing Unit.  In 2001 Linda took on the assignment of heading the Domestic Violence Unit and she works there to this day.  The Pueblo Police Department has been a very rewarding career and she feels fortunate to have the opportunity to help victims and help to make Pueblo a safer community.

     

    Detective Nancy Gifford , Investigations Division, Colorado Springs PD

    Nancy Gifford has been with the CSPD since 1984.  For 12 years she was a civilian in Investigations.  She became a police officer in 1997, spent 3 years in patrol and 5 years in the Neighborhood Policing Unit as a Prevention Resource Officer in a school. She was then assigned to the R&D Unit where she conducted legislative analyses, wrote policies, and researched projects. As of 2007 she is a Registered Sex Offender Detective and coordinates compliance with registration laws.  Nancy has been a member of the CSPD Honor Guard Drill Team since 2002.  After raising two children she received her degree in Criminal Justice.  In her off time, she loves biking, running, and jet skiing.   Nancy handles the registrations for the RMWLE conferences.

     

    Deputy Chief Charlene Graham - Law Enforcement Bureau Chief, Pueblo County Sheriff's Office

    Chief Graham served 35 years with the Pueblo Police Department, starting as a Meter Maid and retiring as a Deputy Chief in 2004.  During her career she attained a Bachelors and a Masters Degree and graduated from the Northwestern University Traffic Institute School of Police Staff and Command.  In 2007 Charlene returned to work for newly elected Sheriff Kirk Taylor as the Bureau Chief of Law Enforcement.  Charlene is a founding member of the RMWLE, the Pueblo Rape Crises Center and the Pueblo Domestic Violence Task Force.  She also serves on the Board of Directors of the Boys and Girls Cub of Pueblo.  Chief Graham is an adjunct faculty member at Colorado State University – Pueblo.

     

    Sergeant Cari Graves –Patrol Division- Colorado Springs Police Department

    Sgt. Graves has been with CSPD since 1993 years.  She spent 5 years on patrol, on the midnight shift.  For 4 1/2 years she was assigned the Neighborhood Policing Unit where she worked on community based problem solving projects and taught classes in a local middle school.   She was promoted to the rank of Sergeant in May of 2002, was initially assigned to the “Swing” shift, served as the Community Relations Sergeant, and then the Director of the Domestic Violence Enhanced Response Team.  She is presently a midnight patrol supervisor.  She serves on the Conference staff as the newsletter editor and graphics guru.   Sgt. Graves is an avid softball player and has a passion for playing ice hockey.  Cari enjoys both working and playing on her laptop computer and other gizmos...  

     

    Captain Linda Grisham , Retired, Pueblo Police Department

    Linda has been with the Pueblo PD since 1981 and retired in June of 2010.  She began as a dispatcher, then a police officer in 1991.  Linda's assignments included bike patrol, honor guard, community policing officer, and FTO.  She was a detective in the DV Unit in 1997 and designed and implemented the DV Fast Track Program.  She was a community liaison, instructor and a member of the Pueblo Community DV Task Force.  She was promoted to Sergeant in 2001.  Her assignments included FTO, Sgt and police academy instructor.  In 2004, she moved to the Admin Division and she supervised Fleet and Building Maintenance, Property, Evidence, and Supply Section.  She was promoted to Captain in 2006 and was assigned to the Traffic Division.  She is a past president of Southeastern Colorado Law Enforcement and  VP for RMWLE.  She continues to be an at large board member for RMWLE and a rep for SO Colorado CLEOA board.  During her retirement, Linda will be pursuing genealogy research, flower gardening, reading, camping, fishing and traveling.

     

    Deputy Tammy Gugliotta - Investigations - El Paso County Sheriff's Office

    Deputy Tammy Gugliotta started with the EPSO in 1998. Her career began as a civilian in the Intake and Release section of the Criminal Justice Center as a bookkeeper. She then advanced to Concealed Handgun/Extra Duty office. In 2001 she became a deputy sheriff. She worked in Detentions/Intake and Release. She transferred to patrol and is now assigned to Investigations. Tammy is a Crisis Negotiator and sits on the board for the local Fraternal Order of Police lodge.

     

    Brandi Halverson-Pueblo Police Department

    Officer Brandi Halverson earned a BAS in Criminology/ Sociology/Psychology from CSU-Pueblo graduating in 2005.  She was an intern at the Pueblo Police Department for three years with the department's Mounted Patrol Unit.  She was able to attend the 2004 RMWLE conference on a scholarship.  She has been a Patrol Officer with the Pueblo Police Department since January, 2009.  She enjoys singing the National Anthem and have been featured at the Denver Broncos and Colorado Rockies as well as performing at the Colorado State Fair since 1995.  She recently represented the Pueblo Police Department by singing the National Anthem for the International Association Chief of Police Conference in Denver, CO in 2009.  Her hobbies includes hanging out with her family, singing, shooting, and riding horses.   Brandi assists RMWLE by keeping the RMWLE Facebook page updated.

     

    Level IV Patrol Officer Becky Lou Hart -Black Hawk Police Department

    Officer Hart has served with the Black Hawk Police Department since April of 2002.  Becky was born and raised in a small northern Michigan town and moved to Colorado in 1995.  She started her Law Enforcement career with the City of Federal Heights as a Code Enforcement Officer and graduated on the Presidents list; from the Arapahoe Community College Police Academy in 2001.  She was a Reserve Police Officer with the City of  Federal Heights Police Department for a year before being hired full time with the Black Hawk Police Department in 2002.  Becky is a FTO; former Mountain Bike Officer; POST Certified Trainer for Anti-Bias Policing & Ethics and is a CIT Officer and Coach.  In her time off she is an avid golfer, enjoys watching professional and college sports (Go Blue!), spending time with family and collects sports memorabilia. 

     

    Tammy Hart - Records Supervisor/Custodian of Records-Pueblo County Sheriff's Office

    Tammy Hart has been with the Pueblo County Sheriff's Office since January of 1999.  She began her career as the receptionist for the front desk and shortly thereafter had the opportunity to work in the Warrants Division and then in the Civil Division.  After a brief stint in Warrants and Civil, she spent several years as the Administrative Assistant for the Sheriff before moving on to the Human Resources Division.  Tammy is currently the Records Supervisor and Custodian of Records and has served in this capacity since April of 2004.  Tammy has three children, two grandchildren, and a grandbaby on the way.  Some of her favorite pastimes are spending time with her grandchildren, family and friends, and being outdoors.

     

    Cathy Helton

    Cathy Helton has been with the Pueblo Police Department for 20 ½ years.  She started in dispatch as a dispatcher and moved up to become the Dispatch Supervisor. In 2009 she moved to the Records division to become the Records Manager. In her off hours she enjoys reading, gardening and home improvement projects with her husband of 31 years,  She also enjoys visiting her 4 children and playing with her 3 grandsons. This year she will welcome 2 granddaughters to her family.  Cathy Helton was part of the original Rocky Mountain Women in Law Enforcement Committee in 2003 and has returned to participate this year after a couple year hiatus.

     

    Laurie Kilpatrick - Pueblo County Sheriff's Office

    Deputy Laurie Kilpatrick has been on Pueblo County Sheriff's Office since 2003.  Prior to becoming a deputy she served eight years in the U.S. Marine Corps.  She went to Pueblo Community College LE Academy, where she now teaches, and became a Deputy.  Presently she is a SRO/DARE officer and the PIO.  She assists with the coordination of the Explorers, the Employee Awards Committee, the Citizen's Academy and the Neighborhood Watch Programs in Pueblo County.  She is the Vice President for the CO Assoc. of DARE officers and a representative for the CO Association of SROs.   She is married to Chris, also a PCSO deputy, they have two daughters.

     

    Sergeant Sandy Kline - Retired- Houston Police Department

    Sgt. Sandy Kline (ret.) began the Houston Police Academy in October, 1977; women had begun wearing pants instead of skirts and riding patrol instead of a desk.  After patrol she was a FTO, crime prevention specialist, crime scene unit operator, and DARE instructor.  She has a BS in CJ from the University of Houston, is a graduate of the LE Management Institute, a federally-certified hate crimes, DV and COP trainer, and a mediator.  Sgt. Kline retired in 2002. and now owns her own training/consulting company.  A native Coloradoan, she is thrilled to be working with the RMWLE and the next generation of policewomen. 

     

    Sgt Deana LoSasso -University of Colorado - Denver

    Sgt. LoSasso has been with the University of Colorado Denver Police Department Since 1993.  She is a graduate of the University of Colorado in Boulder.  Sgt. LoSasso began the bicycle program in 1995 with 3 officers.  She has been the coordinator of the program since that time.  The program has expanded over the years to 7 officers, and is continuing to grow.  Sgt. LoSasso was an FTO for 3 years. She has been a patrol sergeant since January 2004.  Sgt. LoSasso enjoys outdoor activities. She devotes her spare time to doing things with her two children who are the light of her life.  She is an assistant coach for her son's hockey team and baseball team.

     

    Lt Laurie Leach - Training- Pueblo County SO

    Laurie Leach has been with the PCSO for 21 years. She started in the jail, worked the security, booking, control rooms, before getting promoted to corporal and then sergeant. She then attended the Pueblo Community College Police Academy and graduated with academic honors and president of her class. Laurie then applied for a position in patrol and worked there for four years. She also worked for Warrants/Civil Division for a year. She was a sergeant for Transportation and Court Security for four years.  She was promoted in January 2007 to a lieutenant. She is currently the director of Training Section and the PIO for the department. Laurie also has a bachelor's degree in CJ and she is also Certified Jail Manager

     

    Sergeant Colin Low, Retired, Colorado Springs Police Department

    Sgt. Low has served 35 years in law enforcement. He served 2 years with the Los Angeles County Sheriff's Office, 6 years in law enforcement in the Air Force, and 27 years with the CSPD. Colin has served as a Master Patrol Officer, Traffic Officer, Patrol and Traffic Sergeant.  He was in charge of the Major Accident Unit in Stetson Hills Division and coordinated the Motor Carrier Safety Operations for Colorado Springs. He retired from CSPD in 2008.  Colin is a member of the American Legion and is a board member for the Colorado PPA.  He enjoys riding his motorcycle with his wife, and work at their ranch.

     

    Sergeant Felicia Low - Domestic Violence Unit/Adult Sexual Assault Unit Colorado Springs Police Department

    Sgt. Felicia Low has served with CSPD since 1989.  Felicia initially was a Marshal and became a sworn officer on December 12, 1991. Felicia  spent 14 years working patrol.  She was a Master Patrol Officer for 3 years.  She was assigned to the Research and Development Unit where she conducted legislative analysis, and researched various projects for the command staff.  She was promoted to the rank of Sergeant in 2004 and is currently supervises the Domestic Violence Unit and the Adult Sexual Assault Unit.  Felicia is a founding member of the Rocky Mountain Women in Law Enforcement and currently serves as the webmistress for RMWLE.  In 2003, Felicia received an award for Business Woman of the Year for her work on the first year's conference!   In her off time, she loves to go riding with her husband on their Harley Davidson motorcycles. 

     

    Mary Macklem, Executive Secretary to the Chief of Police, Pueblo Police Department

    Mary Macklem began her career at the Pueblo PD in 1972.  She worked in the Records Section before transferring to Planning and Research and Crime Analysis.  She transferred and was assigned to the Administrative Office of the Chief of Police where she still works.  As the Executive Assistant to the Chief, she writes Council Resolutions and Ordinances pertaining to the PD.  In addition, she heads the budgeting, accounting functions and all grants received.  She has worked for 6 different Chiefs of Police during her career, and was chosen as the National Secretaries Association Secretary of the Year for Pueblo.  As of 2004, she serves as the secretary for the Southern Colorado Law Enforcement Association.  After raising three children (mid 20's and 30's), she now spends her off time spoiling her grandson, golfing, gardening, and traveling to warm climates!

     

    Sergeant Candace Mullins – Patrol Division- Lone Tree Police Department

    Sergeant Mullins grew up in an era when little girls were forbidden to dream of becoming Police Officers. She has spent the last 30 years helping pioneer women into Law Enforcement.  She has served on the Mountain Bike Unit, Mounted Horse Unit, Parks, DEA Task Force and Detectives.  Currently she is a Patrol Sergeant for the City Of Lone Tree. She supervises the patrol units assigned to Park Meadows Mall substation and oversees the LTPD Mountain Bike Unit. She has been honored with a Distinguished Service Medal, Lifesaving Medal, two Department Commendations, Colorado Police Women of the Year, and nominated twice for Deputy of the Year.  She's proud of being part of the RMWLE Committee since inception. During her off time she enjoys weightlifting and spending time with her four daughters and grandchildren.   Three of her daughters are police officers in the Denver Metro area.  Candace is in charge of the RMWLE Memberships.

     

    Lt Maggie Santos –Patrol Division- Colorado Springs Police Department

    Lt. Santos has been with the CSPD since 1992, prior to that she was a teacher in a locally. She was a patrol officer for five years on the midnight shift and has returned as the shift Lieutenant since 2007.  She has spent time in the Neighborhood Policing Unit, taught DARE, Project Alert and has been an SRO.   She served as the project coordinator for the COPS Demonstration Center, working on the enhancement of community policing within our agency. She was promoted to Sergeant 2000. After performing the duties of a patrol sergeant, she moved to the Major Crimes Unit to supervise the Sex Crimes/ Crimes Against Children Unit.   She spends her "off time" watching, and photographing, her kids' sports , making doll houses  and quilting.      

     

    Sgt Christy Sheppard- Colorado Springs Police Department

    Prior to being hired with CSPD she graduated from the University of Northern Colorado.  Sgt Sheppard has been with CSPD since 1991.  After a short stint in the patrol division she moved to the Metro Vice and Narcotics Division.  She furthered her investigations skills in the Major Crimes Division as a Sex Crimes and Crimes Against Children Unit.  In 2004 she was promoted to Sgt and is presently assigned to Internal Affairs. Sgt. Sheppard is married and her husband Ron is the Tactical Sergeant for CSPD. They have three children. In the unlikely event of free-time, Sgt Sheppard enjoys playing inline hockey and scrapbooking. Christy serves as the RMWLE secretary.

     

    Belinda Skibba- El Paso County Sheriff's Office

    Belinda Skibba has been with the El Paso County SO since 1999 and currently is assigned as a Security Technician at the El Paso County Criminal Justice Center.  Belinda was born and raised in Germany and came to the United States in 1968.  She has been married for 42 years and has 3 children, 5 grandchildren and 1 great grandchild.   Before joining the SO, Belinda worked at a local German bakery making her native pastries and confections and sharing her culture with the Colorado Springs area for over 15 years.  Belinda is very active in her community, volunteering her time at a local seniors' home.  Belinda is proud to be a life member of VFW Post 6461, where she has served as president for 3 separate terms.  Being a cancer survivor, Belinda is also the cancer aid and research chair person for the VFW .

     

    Lt Tammy Twombly – Investigations Division- Arapahoe Sheriffs Office 

    Sgt Tammy Twombly joined the Arapahoe SO in 1994.   Prior to joining Arapahoe SO, Lt Twombly served in the U.S. Marine Corp as an Intel Specialist. On ASO she has served in Detentions, Patrol, Investigations, Special Investigations and a Supervisor for a Plain Clothes Impact Unit.  Lt Twombly served on the Special Response Unit (SWAT) for five years and though she has since left the team, she was and still is the only female team member!  She was a Supervisor for investigations and a 2008 graduate of the Northwestern University School of Police Staff and Command.   Her hobbies are reading, hiking and camping. The committee depends on her as the Treasurer of the Conference.  She was promoted to Lt in 2008.   

     

    Shelli Vahlbusch - Traffic Division-Pueblo Police Department

    Corporal Shelli Vahlbusch has served with the Pueblo Police Department since January 1994.  Shelli started off working the graveyard patrol shift and was among one of the first officers chosen to start up a Vice and Violent Crime Unit.  Shelli left the Vice Unit in January 1998 when she was moved into the Crimes Against Persons Unit where she specialized in investigating sexual assaults.  In this unit Shelli investigated all crimes pertaining to adults including Homicides, Robberies, and most of the Sexual Assaults assigned to this unit.  Shelli remained in this unit until January 2004 when she returned to Patrol for 2 ½ years.  In June 2006, Shelli was selected to go into the Special Victims Unit where she remained until 2010 when she was transferred to the Traffic Division.  In what little off-time Shelli has she enjoys shooting in 3-gun shooting competitions, teaching firearms at both local law enforcement academies and riding her Harley Davidson motorcycle.

     

    Lieutenant Marge Zani - Retired- El Paso County Sheriff's Office

    Lieutenant Zani started her career with the El Paso County SO in 1987, working in the detentions setting of the Metro Facility and the newer Criminal Justice Center in Colorado Springs, CO.   She was eventually transferred to the Court and Transport Unit and later promoted to the rank of sergeant being transferred back to the detention setting.  After a few years on the midnight shift, Marge was again transferred to the Court and Transport Unit.   After a short stint, she was assigned to the Internal Affairs Unit where she was later promoted to lieutenant and spent a few more years.  After spending time overseeing the Training Academy, Marge went to the Criminal Justice Center.  She retired in 2010 to spend more time with her husband and grandchildren.
